Europe felt a moment of respite on Monday, as the tension sparked by the introduction of a new comprehensive peace framework for resolving the conflict appeared – momentarily – to have been defused. A senior US official spoke of "significant advancement" after Ukraine-US talks in Geneva. On Monday night, the Kremlin made its countermove: another massive barrage of rocket attacks on Kyiv.
The Pattern of Peace Talks and Military Action
The sequence of contrasting events captured the harsh reality of the current period. By day, political struggles are waged: hopeful statements are delivered from different nations. Considerable effort is allocated on restraining specific proposals. By night, Moscow brutally reminds the world that, for them, war remains the key method for achieving "peace".
Nighttime Reality
As Russia's attack progressed into the early hours of Tuesday, the current condition of Ukraine's exposure was revealed. Ukraine is able to track rocket firings from across the border, a capability provided through up-to-date information. From witness perspectives, military aircraft that had been dispatched to intercept incoming guided weapons flew past – modern combat jets supplied to Ukraine by NATO members.
Shortly after, Kyiv's missile defense activated: defensive missiles targeted at a Russian ballistic missile. This was a advanced protection mechanism at work, most likely provided by partner states. Every launch creates sudden vibrations, rattling buildings. The instant of fear quickly becomes grim resignation: perhaps the hostile projectile won't hit its mark this time, protecting urban areas from ruin and additional electricity failures.
Ongoing Risks
Following this, a large-caliber weapon engaged a unmanned aircraft somewhere nearby, part of a mobile-fire group – probably imported technology. Regrettably, the shots failed to hit the hostile drone – it maintained course toward its destination.
Intermittently, this carried on until dawn. Kyiv faced the morning news: several casualties, damage and utility failures in many homes as a result of the night's assault. As always, everyone still went about their day – experiencing conflict. But those full day illustrated Ukraine's critical military reliance on international aid – a need that European nations are demonstrably unable to substitute in the near term.
Ineffective Peace Efforts
The 28-point plan from Washington generated strong feelings, debate and profound anxiety – and briefly redirected concern from Ukraine's largest corruption scandal in years. Yet, we have seen this script before, after previous diplomatic encounters and international summits.
Every new proposal from US leadership unfolds according to the consistent cycle: a diplomatic cavalry charge against Ukraine, which Kyiv, with other European capitals, succeeds in resisting. They stabilise the situation but never actually achieve victory. This trend will, no doubt, endure.
Strategic Calculations
It is convenient to criticize certain parties of repeatedly advocating Moscow's conditions. But that does not seem to be the entire situation. American leadership functions according to a premise familiar among international relations experts: you cannot win at the negotiating table what you have failed to defend militarily. The US administration assumes that it is unfeasible to pressure the Kremlin to relinquish the land that it already controls in Ukraine's occupied territories.
The issue is that while recognising this factual reality, US leadership does little to discourage Russia, through statements or actions, from assuming that the status quo will not change more in its benefit in the coming year.
Divergent Views
Therefore, Russian leadership is certain that the clock favors them – that Ukraine and its partners are nearing depletion. Their reason to agree to terms that does not give them the maximum possible gain is almost completely absent. There may be multiple initiatives to end hostilities, but they will carry on as long as Russia's government remains supremely confident in the conclusion.
On the contrary, Ukraine's government believes that Ukraine can still hold out, slowly losing lives and land but preventing a complete military breakdown until circumstances change in its benefit.
Present Conditions
Realistically, there are no real preconditions for a truce. Now, personal considerations are becoming relevant: personal goals to broker a ceasefire and achieve global acclaim, and the government's dual difficulties – on one hand, not to distance important partners, and on the other, to rally Ukrainians around the national cause against any proposal Kyiv finds unsuitable, so that their focus does not shift toward internal issues. And although their task will now be considerably more difficult after current events, it remains highly unlikely that this will change their overall approach.
These opposing factors are driving the talks.
Assessment and Future
It took a mere seven days to eliminate the proposed articles of the current initiative. Aggressive and erratic handling of the matter by American leadership, resistance by Ukraine and the other European countries, along with pacifying measures of diplomats, and finally, latest revelations, all served their function.
While new initiatives based on established approaches are forthcoming, Kyiv, London and other Western governments should reach an essential realization: Ukraine and Europe will only be able to resist negotiation assaults from Washington that are rooted in Kremlin requirements and demonstrate particular unwillingness to change the course of events, if they stand together and enhance their military capacity at a significantly accelerated rate. If they do, neither external pressure nor military threats will be able to defeat them. In the meantime, Ukraine's capacity to defend against evening bombardments will, for the predictable period, primarily depend on sustained allied backing.
